August 7, 1862: The day after the Battle of Kirksville, the Federal colonel John McNeil ordered the summary execution of fifteen POWs, for possible parole violation. His troops also murdered Dr. John Davis, who was treating wounded Confederates. The next day, McNeil also ordered the extra-judicial murder of Frisby McCullough (previously pinned). Also on this marker is Thomas Stone, the details for whom I have not found. Two months later, McNeil orchestrated the Palmyra Massacre.
